The Southern Four Wheel Drive Association (SFWDA), the BlueRibbon Coalition (BRC) and United Four Wheel Drive Associations (UFWDA) expressed disappointment today in the Forest Service decision to implement the emergency closure of the Upper Tellico OHV trails on April 1, pending review of the many substantive comments made by OHV enthusiasts.
Gary Parsons, President of SFWDA, said, "We are very disappointed in the Forest Service decision to close the Upper Tellico OHV trails. In formal comments made to the Forest Service, the OHV community and other interested parties clearly demonstrated that such a closure has no scientific basis. Substantive comments provided to the Forest Service included findings of an independent study completed by Caliber Engineering and the recommendations from a report completed by the Forest Service's own Trails Unlimited Team. This is a bad decision and we are left with no other alternative but to pursue legal options."
Carla Boucher, legal counsel for the United Four Wheel Drive Associations, stated, "The Forest Service has failed to make the case with regard to adverse effects and resource damage. There is no immediate threat to public health, safety, or other requisite finding required by such an order. Water quality standards cited by the Forest Supervisor as the basis for such an order are not being exceeded." Boucher added, "In making this decision, the Forest Service must be prepared to explain why similar findings have not been made in the decades of greater environmental impact and they simply have not done that."
Greg Mumm, BRC's Executive Director, stated, "Implementing this closure order threatens the integrity of the ongoing planning process in which the interested public and our federal government have collectively invested significant time and resources."
Mumm concluded, "The economic impact of this closure will be devastating to the area and comes at a time when the current administration is calling for more jobs, economic development, and healthy outdoor recreation. It makes no sense."

Owners of the affected Rhinos should stop using them and call their dealer to schedule an appointment to have repairs made once they are available and to take advantage of a free helmet offer.
Once these repairs have been made to their vehicles, Rhino users should always wear their helmet and seatbelt and follow the safety instructions and warnings in the on-product labels, owner’s manuals and other safety materials. The Rhino is only recommended for operators 16 and older with a valid driver’s license. All passengers must be tall enough to place both feet on the floorboard with their back against the seat back.

UFWDA Launches “Million Voices” Campaign

United Four Wheel Drive Associations (UFWDA) today launches its “Million Voices” campaign to motivate new membership in the more than 30-year old organization. Individual membership for all new members is being offered at a discounted rate of $28 per year. Tread Lightly! outreach to the hunting, fishing and shooting sports communities
OGDEN, UTAH (January 30, 2009)—Tread Lightly! will be working in 2009 to increase its outreach to the hunting, fishing and shooting sports communities.
“These recreationists have played a huge role in conservation efforts throughout history,” said Tread Lightly!’s executive director Lori McCullough. “We think hunters and anglers will embrace Tread Lightly!’s message and principles, further reducing impacts on public land and waterways. This will, in turn, help keep hunting, shooting and fishing areas open to the public.”
Tread Lightly!’s connection with these enthusiast communities was jump started when 40 organizations signed on to the Federal Lands Hunting, Fishing, and Shooting Sports Roundtable Memorandum of Understanding (MOU) with the U.S. Forest Service and Bureau of Land Management. A clause in the MOU encourages these organizations to promote outdoor ethics, like those developed by Tread Lightly! to their constituents. Some of the organizations signed on the MOU Roundtable include Safari Club International, National Shooting Sports Foundation, Izaak Walton League of America, National Rifle Association, Delta Waterfowl Foundation and The National Wild Turkey Federation.
The Roundtable recently commissioned Tread Lightly! to develop a national shooting sports education and outreach campaign. The campaign will focus on reducing litter, property damage and environmental impacts from irresponsible shooting on public land.
A partnership between The U.S. Forest Service and Tread Lightly! provided $10,000 for the campaign development and implementation. Yamaha Motor Corporation also donated an additional $10,000 towards the project.
In developing the campaign, Tread Lightly! will draw from extensive shooting sports research conducted by a public opinion research firm called Responsive Management.
Tread Lightly! plans to unveil the campaign this spring or early summer.
Additionally, Tread Lightly! is forming strategic alliances with several of these hunting, shooting, and fishing organizations. Partnerships have already been established with The National Wild Turkey Federation and The Delta Waterfowl Foundation. These two conservation groups play key roles in preserving wildlife, habitat and hunting opportunities.

NASCAR and Off-Road racer to help with product development and marketing initiatives
Minneapolis, March 30, 2009 – Polaris Industries today announced the company has entered into a marketing and product development agreement with famed NASCAR and three-time Baja 1000 Trophy Truck winner, Robby Gordon.
The three-year agreement includes Gordon providing insight on future products and promoting Polaris’ RANGER RZR Side-by-Sides. Gordon’s vast knowledge of off-road vehicles, from a racing perspective and through his product development experience gained from building his own trophy trucks and accessories with his company, Robby Gordon Off-Road, will be a valuable asset in creating and promoting new RANGER RZR Side-by-Sides and accessories.
“I am very excited to be involved with Polaris. They are the leading American manufacturer in consumer off-road vehicles. The RANGER RZR and the RANGER have set the standard in side-by-side vehicles. The three-year agreement includes Gordon providing insight on future products and promoting Polaris’ RANGER RZR Side-by-Sides. The meeting will run from about from 10 a.m. to noon. Members of the public are welcome to attend the meeting. The subcommittee will conduct organizational business and discuss OHV issues for the subcommittee to address.
The twelve-member advisory council advises the Secretary of the Interior, through the BLM, on a variety of public land issues associated with public land management in Central California. The RAC approved formation of an OHV Subcommittee in April 2007. Steve Koretoff, Kerman, is the subcommittee chair.

Yamaha Rhino Side-by-Side Vehicle Popular Among First Responders
Federal, State and Local Agencies Use Rhino as Safe, Versatile and Off-Road Capable Tool
CYPRESS, Calif. – March 20, 2009 – Thousands of first responders throughout the United States – including law enforcement, fire fighters, EMTs, U.S. Border Patrol, volunteer riding groups and others – have come to rely on the Yamaha Rhino Recreational Off-Road Vehicle (ROV) to carry out their work on a daily basis thanks to the vehicle’s versatility and off-road capabilities. From search and rescue operations to protecting the country’s borders, the Rhino has become an indispensable tool for government agencies and other first responders needing to gain quick and reliable access in remote areas and challenging terrain.
Yamaha is contributing to this growing trend through its Law Loan Program, which loans Rhino Side-by-Side (SxS) vehicles and other Yamaha products to law enforcement, fire fighters and other agencies free of charge, and its Government Order Program, which helps supply vehicles at a discount to relevant government agencies. These programs have helped put more than 600 Rhinos into service in less than three years.
With local and state agency budgets stretched to the limit, the Law Loan Program is serving a critical need in helping first responders carry out their crucial work. Agencies across the country are using Rhinos from the Sunwannee County Fire Rescue of Live Oak, Florida, to the Clearwater County Sheriff’s Department in Orofino, Idaho, and the San Angelo Lake & Park Police Department in San Angelo, Texas.
The Minnesota Department of Natural Resources (DNR) Law Enforcement Division currently uses a Yamaha Rhino to patrol ice fishing areas that are not easily accessible in their full size trucks.
“It’s a great vehicle, and it allows two officers to travel together,” said Lt. Rita Frenzel, a district supervisor for the Minnesota Department of Natural Resources Law Enforcement Division. “It allows us to get into some areas that you can’t get into in other full size vehicles. It allows emergency response where other vehicles can’t go. It could easily save a life. For example, if you have someone under cardiac arrest at a remote deer hunting location or an accident on a trail within the state forest this might be the only way to get to them, and the extra seat would allow you to get them out with some level of comfort.”
Lt. Frenzel and the Minnesota DNR has had a Rhino on loan since last fall and hopes to continue to take advantage of the program with another loan this summer. “It can make a really nice patrol vehicle on our extensive trail network,” Frenzel said.
“Hundreds of government agencies are relying on the Rhino to help them perform a variety of critical tasks in communities across the country,” said Mike Martinez, Yamaha’s General Manager of ATV/SxS Operations. “Yamaha fully supports these first responders and their efforts to serve the general public, and we’re proud to see so many police officers, fire fighters, search and rescue crews and other government agencies using the Rhino.”

Yamaha is contributing to this growing trend through its Law Loan Program, which loans Rhino Side-by-Side (SxS) vehicles and other Yamaha products to law enforcement, fire fighters and other agencies free of charge, and its Government Order Program, which helps supply vehicles at a discount to relevant government agencies. These programs have helped put more than 600 Rhinos into service in less than three years.
With local and state agency budgets stretched to the limit, the Law Loan Program is serving a critical need in helping first responders carry out their crucial work. Agencies across the country are using Rhinos from the Sunwannee County Fire Rescue of Live Oak, Florida, to the Clearwater County Sheriff’s Department in Orofino, Idaho, and the San Angelo Lake & Park Police Department in San Angelo, Texas.
The Minnesota Department of Natural Resources (DNR) Law Enforcement Division currently uses a Yamaha Rhino to patrol ice fishing areas that are not easily accessible in their full size trucks.
“It’s a great vehicle, and it allows two officers to travel together,” said Lt. Rita Frenzel, a district supervisor for the Minnesota Department of Natural Resources Law Enforcement Division. “It allows us to get into some areas that you can’t get into in other full size vehicles. It allows emergency response where other vehicles can’t go. It could easily save a life. For example, if you have someone under cardiac arrest at a remote deer hunting location or an accident on a trail within the state forest this might be the only way to get to them, and the extra seat would allow you to get them out with some level of comfort.”
Lt. Frenzel and the Minnesota DNR has had a Rhino on loan since last fall and hopes to continue to take advantage of the program with another loan this summer. “It can make a really nice patrol vehicle on our extensive trail network,” Frenzel said.
“Hundreds of government agencies are relying on the Rhino to help them perform a variety of critical tasks in communities across the country,” said Mike Martinez, Yamaha’s General Manager of ATV/SxS Operations. “Yamaha fully supports these first responders and their efforts to serve the general public, and we’re proud to see so many police officers, fire fighters, search and rescue crews and other government agencies using the Rhino.”

Nelsonville, Ohio (March 13, 2009) – Managers of Ohio’s longest designated off-highway vehicle (OHV) trail system are giving the green light to one of the most popular OHVs on the market. The Wayne National Forest is allowing the new Polaris RZR 50-inch wide vehicle to be used on its motorized trail system. However, the Polaris RZR-S model is not permitted, because it is over 50 inches wide.
The decision was reached after a recent field test of the RZR on the Monday Creek ATV Trail System near Nelsonville. Forest staff, representatives from American Motorcycle Association (AMA) and All-terrain Vehicle Association (ATVA), Polaris Industries, and other local ATV partners tested the vehicle.
Results from the field test found the RZR to have similar maneuverability on the trails as any traditional 50-inch wide ATV. It should be noted that because of the tight bridge width clearance of many of the Wayne’s trail bridges, riders should take extra precautions and “square up” the vehicle before crossing.
The public is allowed to use any ATV on the Forest’s designated motorized trail system as long as the vehicle complies with the maximum 50-inch width limit. The RZR is exactly 50-inch wide if equipped with stocked tires. However, a change to the tires or adding any after-market accessories that causes the vehicle to be wider than 50 inches is not allowed.
The Wayne’s trail system will be open for riding on Wednesday, April 15th. The Forest reminds riders to register their vehicle with the Ohio Bureau of Motor Vehicles (BMV) and purchase a Wayne Trail Permit before riding the trails. Trail permits may be purchased at the Wayne National Forest Headquarter near Nelsonville, Ohio, at Forest Ranger District offices, or any of the 26 participating vendor locations. Wayne National Forest offers 121 miles of designated motorized trail system on the Athens & Ironton Ranger District. There are no designated motorized trails on the Forest’s Marietta Unit. Annually, more than 40,000 visitors experience the Forest trails.

Domination Continues for Holz Racers in WORCS Competition

Frederick, Zimmerman and Holz Clean House in Respective Pro Classes
Lynden, WA (March 11, 2009) - While the season is still young in the World Off-Road Championship Series (WORCS) Holz Racing factory backed pilots are already setting the tone as the ones to beat. When the last checkered dropped at the Race Town 395 Raceway in Adelanto, California last week, Holz racers stood atop the podium once again, besting the top ATV and UTV racers and machines in the country.
In the Pro ATV class, it was returning champion and perennial front-runner Josh Frederick from Moapa, Nevada and his Holz equipped Motorworks Can-Am besting the field with a strong performance. Other Holz Racing notables in the field included Jeremie Warina in fourth, Mike Machado placing seventh and Jesse Goss rounding out the top ten.
The results were more of the same in the hotly contested Pro Am ATV class, where Dillon Zimmerman and his Holz Racing suspended Motorworks Can-Am DS450 came across the finish line with a 2-minute lead over his next closest rival. A combination of racing prowess and excellent Holz Racing equipment spelled the difference between racing and winning. Also posting strong results was Tammy Balser, who as a young teenager showed her abilities against the typically male dominated field with a strong 11th place finish.
In the UTV side-x-side national class, Mark Holz proved again no-one designs, manufactures and race tests Polaris RZR UTV products better than Holz Racing Products. Utilizing many of the same Holz Racing UTV products available to his customers, Mark took the win while laying down lap after lap of consistent times. At one point his best lap was a full 11 seconds quicker than his next closest competitor.
"It was another good weekend for our team," said Mark Holz upon returning home to his Lynden, Washington race shop. "Our Holz racers proved once again the durability and performance of our products. In the UTV class I nailed the
holeshot… the Kroyer powered Polaris RZR is just awesome to have under your foot. The response is great and combined with our suspension and chassis products, it really puts the power to the ground."
In addition to Kroyer engines and Holz suspension goods, the Holz Racing Polaris RZR rides on sticky Maxxis Tires and has its extended range of suspension movement kept in check by FOX Racing Shox. The power is harnessed by Team Industries clutching goods.
The Race Town 395 course was punishing on both racers and equipment as it featured portions of a motocross track and open desert running with huge sand whoops
The World Off-Road Championship Series is one of the premiere off-road racing series in North America. The next race for Holz Racing and WORCS series is March 27-29 in Lake Havasu, Arizona.

CPSC Commissioners voted late last week on procedures for determining exclusions. Based on that vote, BRC is not optimistic that the exclusion for youth model ATVs and dirt bikes will be granted anytime soon. Indeed, the bureaucrats at the CPSC have emphasized that their ban includes children's snowmobiles!
If you have already sent a letter to Congress and the CPSC, we want to thank you. Thanks to your many letters, phone calls, protests, and emails, the media has been reporting the obvious - that kids don't eat their ATVs and motorcycles!

The potential losses for the industry and local dealers are massive - up to $1 billion in retail economic value annually.

Background:
On Friday, February 27, the USDA Forest Service rolled out the draft Environmental Assessment for the Upper Tellico OHV trail system. The OHV community has been extremely dismayed to learn that while there are six alternatives the Forest Service is considering, the Forest Supervisor, Marisue Hilliard, made it very clear that her preferred alternative is to CLOSE TELLICO. While we know that this is completely unacceptable and will cause immediate and intense emotional reaction, we are asking that everyone maintain a level head and concentrate on what our task is now.
In addition, the USFS Forest Supervisor issued a TEMPORARY CLOSURE ORDER that will keep Tellico closed until they decide what the fate of the area will be. This means that if the temporary closure order stands, TELLICO WILL NOT REOPEN ON APRIL 1ST!

Feel free to copy and paste the letter, but be sure to personalize it with a short paragraph on why Tellico is important-what it represents to the OHV community and to you. Help your representatives understand how important Tellico is.
Please forward any positive or negative reactions you get to Jay Bird at jay.bird@sfwda.org. We want to know who our friends are and follow through with them.

The growing popularity of Utility Terrain Vehicles means more trails are being opened to the two-seat off-road cousin of the ATV on the Hatfield-McCoy Trail System.
CHARLESTON, W.Va. -- The growing popularity of Utility Terrain Vehicles means more trails are being opened to the two-seat off-road cousin of the ATV on the Hatfield-McCoy Trail System.
UTVs have always been allowed on all green, or easiest-to-ride, trails in the Hatfield-McCoy system, but have been banned from trails rated intermediate (blue) and most difficult (black).
This week, Hatfield-McCoy Trail System officials announced that all intermediate trails, totaling about 175 miles, are now open to UTV use, and that advanced-level black-marked trails at the Little Coal River System 20 miles south of Charleston would soon be open to UTVs.
By having all green and blue trails open to the wider, two-passenger vehicles, UTV riders will have access to about 80 percent of the Hatfield-McCoy system's 500 miles.
UTVs currently lack the federal safety laws mandated for the manufacture and sale of ATVs. The Hatfield-McCoy Trail System has created its own list of regulations, which mirror those for ATVs and take into account expected labeling and rider limitations.
"We feel we are leading the way for the rules and regulations for the UTV side-by-side machines," said John Fekete, the trail system's deputy director.
Fekete said trail system employees have been using UTVs for maintenance and enforcement work for the past five years without incident. "We've field-tested them," he said.
The decision to open more difficult trails to UTV riders followed "several months of watching how the riders were handling the [green] trails," Fekete said.
UTVs are slightly wider than ATVs, with a passenger and driver sitting side-by-side under a roll cage. The vehicle is equipped with a steering wheel and seat belts.
"They are very user-friendly ... and are more comfortable," said Fekete, adding that UTVs are becoming increasingly popular for off-roading. "I really believe that these [UTVs] are going to take over the market."

This is a poker run type event where everyone wins. There are 6 stops on the hunt that are manned by participating sponsors. This is not a race, participants are encouraged to take their time and look at all of the great products at each of the stops. Lunch is open to wherever participants want to go. We just ask that participants work their way back to the staging area by 5 pm to turn in their completed Scavenger Hunt card and get their final raffle ticket. It is free to participate, and the raffle ticket enters them to win hundreds of prizes.
