CALIFORNIA LEGISLATURE VOTES TO GUT OHV GRANTS PROGRAM TO FEDERAL AND LOCAL PARTNERS

SACRAMENTO (May 31, 2012) - Earlier today, the Assembly Budget Subcommittee No. 3 on Resources and Transportation voted to steal up to $31 million dollars from the California Off-Highway Vehicle Trust Fund and transfer it to non-OHV related programs. This pilfering of user-pay funding is part of the “Sustainable Parks Proposal” being championed by the California Parks Foundation, other anti-OHV organizations, and California State Senator Joe Simitian (D-Palo Alto).

Assemblyman Jared Huffman (D- Petaluma) argued strongly in favor of the plan which he knows will directly impact destination OHV areas throughout the state including nearby units on the Mendocino and Six Rivers National Forests, the BLM Cow Mountain Recreation near Ukiah, and the BLM Samoa Dunes Recreation Area near Eureka. Assemblyman Brian Jones (R-Santee) was the lone voice on the committee that opposed the continued theft of trust funds monies.

Don Amador, Western Representative for the BlueRibbon Coalition, states, “I am extremely disappointed that Mr. Huffman has apparently joined ranks with the anti-OHV community in their ongoing efforts to defund the OHV grants program via fiscal schemes such as the Sustainable Parks plan.”

“After witnessing today’s vote, it is clear to me that urban legislators have made the conscious decision to engage in political warfare against rural interests, economies, and local elected officials. It also daylights the false promises made to special “user fee” programs (e.g. OHV, boating and waterways, special license plates, etc.) that their dedicated funds are protected. Rather, it points to the fact that those funds will be raided in perpetuity to help mitigate the legislature’s failure to substantively address the state’s fiscal crisis,” Amador continues.

“It is also interesting to note that not one of the Sustainable Parks Program’s proponents had the courage to show up and speak in favor of the plan at today’s hearing. Equally disappointing was that State Park leadership sat in stone cold silence while this issue was being discussed. It is a sad commentary on the state of affairs in California,” Amador concludes.

Those groups include the California Association of 4 Wheel Drive Clubs, American Motorcyclist Association, American Motorcyclist Association District 36, California Off-Road Vehicle Association, and the BlueRibbon Coalition.

National Guard / Coastal / Polaris Yokley Side by Side Race Report

National Guard / Polaris / Coastal / Yoshimura / DragonFire / Yokley Racing Team driver William Yokley finished 3rd Overall and 3rd in the Side by Side XC1 Modified Class. National Guard / Polaris / Coastal / Yoshimura / Yokley Racing Team driver Scott Kiger finished 2nd Overall and 2nd in the same class. There were 44 total entries with 18 XC1 Modified teams in the race today. William’s guest passenger was his wife Tina, and Scott’s passenger was Joe Waligora. 

Summary – Side by Side
The GNCC Series moved on to the Mountaineer Run in West Virginia for Round 3 for the Side by Side machines. This race is new for the GNCC Series in 2012 and the competitors did not know exactly what to expect. The track featured a very technical 4.6 mile course with lots of rocky sections and tight woods. Taking care of your machine in the rocks would be important today.

The start flag dropped and after the first few turns, Scott Kiger had the lead with Yokley in 3rd. Later in the lap, Scott slid wide in a turn and had to back up, dropping him back to 3rd place. The course had tight woods trails and a few open areas, and about one half of the track was on totally newly cut trails. Both Yokley and Kiger had good pace and other than a few bottlenecks, they were on pace for good finishes.

On the last lap, Yokley had a mechanical issue with his four wheel drive system. The front wheels would not engage properly, and he only had traction with his rears. He lost quite a bit of time negotiating the slick rocks, mudholes and hillclimbs. Kiger passed William and finished 2nd, William limped home in 3rd place.

It was a very good day for the team, with both machines on the podium. Congratulations to the March Westin Team for the overall win. The next race for the Side by Sides is the John Penton in Millfield Ohio on July 7. See you there!

California OHV Grant Program facing more cuts!

OHV Grant Program being slashed by more than 50 percent!!!
A proposal made by Senator Joe Simitian that slashes OHV grant funding by 50 percent is being considered by the California State Assembly on Thursday, May 31. If adopted, more than half of the funding for the US Forest Service, BLM, and many local county off-highway vehicle (OHV) parks will be redirected away from the state’s OHV Program.
This is not a loan but a taking of money which will never be repaid!
You must act immediately in order to make a difference and defeat the proposal! Call your state representative, as well as your local news outlets to let them know that this misuse of OHV funding is not acceptable and not appropriate. Most importantly, this action, if unchallenged, will lead to massive closures of USFS, BLM, and county OHV park lands. As history has shown, once an OHV area closes, it is rarely re-opened.
The OHV trust fund is fueled by taxes paid on gasoline used by OHV recreationists, and should be used to maintain OHV recreational opportunities. The OHV community has always acted responsibly and paid its own way, and has never depended on general tax monies or park bonds.
what right does the state assembly have to redirect funds collected directly from OHV recreation activities, and use them for any purpose other than to support OHV recreation?
Lastly, the proposal made by Senator Simitian is purportedly only to be in effect for the next three years. However, history has shown that just like OHV areas, once funding is lost, it never comes back. for proof, check out the state’s record on repaying loans from the OHV program--it simply doesn’t happen. The OHMVR Commission’s 2011 report shows that over $160,000,000 borrowed from the OHV Trust Fund is still awaiting repayment.
Act now and tell the state legislature "Hands off the OHV trust fund!"

STI SAMPLES THE SLICK ROCK AT MOAB

In only its third year, the Rally on the Rocks event is quickly becoming the place to be for side-by-side UTV enthusiasts. After recently attending it for the first time, we at STI Tire & Wheel can easily see why.
 
After all, it’s held at the off-road recreation mecca of Moab, Utah. The trail system and the scenery alone make Moab one of the most spectacular, attractive and famous destinations on the planet. The area’s plentiful slick rock terrain is highly unique, and has to be experienced to be believed. When it’s dry, it offers more traction than 80-grit sandpaper. The challenge in operating a vehicle on this surface is navigating the extreme angles and pitches without bottoming out, high-centering or tipping.
 
Now throw in a few hundred like-minded friends, an experienced organizer and generous powersports industry support, and you’ve got a party in the making. The fun officially begins on a Wednesday in mid May, and for the next four days rolls on with difficulty-rated rides on a seemingly endless selection of trails, gatherings at nightly bonfires, raffles, games, catered food, beverages (of course), demo drives and more.
 
“More” includes the opportunity to check out a wide range of products from a long list of sponsors and exhibitors on vendor’s row. STI Tire & Wheel was glad to be a part of this. Time to improve the Endangered Species Act

When the Endangered Species Act (ESA) was signed into law in 1973 by President Nixon, he spoke about the importance of preserving “the rich array of animal life with which our country has been blessed.” I believe that goal is as important today as it was back then. However, after nearly 40 years, it’s time to take a fresh, honest look at the law and consider whether there are ways it could be improved to do a better job of protecting and recovering species.

The House Natural Resources Committee, which I chair, has begun a series of hearings to review the ESA. The purpose of these efforts is to look for ways to update, improve and strengthen the law - not to turn back the clock to 1973, before the law was passed. Congress last renewed the ESA in 1988, which means it has been 24 years since any substantial updates have been made. Clearly, Congress has failed to do its job.

Even the most ardent supporters of the ESA should be able to agree that after two decades, there are ways to make the law more efficient and effective. By listening to citizens both affected by and interested in the ESA, the committee will conduct a fair and open assessment of both the law’s strengths and its weaknesses.
There are five objectives that I think a review and update of the ESA should achieve.

One, focus on species recovery. There are 1,391 domestic animal and plant species listed under the act. Of these, the U.S. Fish and Wildlife Service (FWS) has declared just 20 species recovered. That represents only a 1 percent recovery rate. The law is failing to achieve its primary purpose of recovering endangered species. We must do better.

Two, reduce ESA-related litigation. One of the greatest obstacles to the success of the ESA is the way in which it has become a tool for excessive litigation. Instead of focusing on recovering endangered species, there are groups that use the ESA as a way to bring hundreds of lawsuits against the government. In response, agencies have to spend time and resources addressing those lawsuits instead of focusing on species recovery.

FWS Director Dan Ashe has testified that the agency spent more than 75 percent of its fiscal 2011 resource-management allocation on court orders or settlement agreements resulting from litigation. He stated,”We fully agree with the concern that our resources are better spent on implementing the ESA than on litigation.”

Three, ensure taxpayer dollars are spent wisely and efficiently. Hundreds of millions of taxpayer dollars are spent each year on endangered-species protection. In the face of trillion-dollar budget deficits, Congress has an obligation to ensure that money is spent appropriately to achieve the law’s intent - the recovery of species. Every dollar that is spent on court settlements and legal fees is a dollar that is not going to directly help endangered species.

Four, base decisions on independently peer-reviewed science. Any decisions made on whether to list or delist a species should be based on sound science, not politics and not just because of lawsuits.

Unfortunately, this is not often the case. For example, FWS has decided not to conduct a stock assessment for the Atlantic sturgeon before moving forward with a listing. How can it determine whether a species is endangered if federal bureaucrats don’t bother to count the size of the current population? Without this information, how will they ever be able to determine if the species is recovered?

Five, make the law work for both species and people. The implementation of the ESA too often goes beyond the original intent of species recovery and is instead used to block and delay job-creating economic projects and activities. For example, a renewable-energy wind project in Washington state was abandoned because of the ESA’s overly burdensome regulatory process. The Radar Ridge project would have created up to 300 short-term jobs and provided a new source of renewable energy. But the project never went forward because of lengthy, costly and questionable restrictions under the ESA. We must be able to protect species without creating a bureaucracy that is so burdensome that it destroys economic activity and jobs.
Updating the 24-year-old Endangered Species Act will help ensure that the law works better to recover endangered species. Congress can no longer kick the can down the road while millions of dollars are wasted on frivolous lawsuits, resources are diverted away from true species recovery, and jobs are lost due to regulatory red tape that does little, if anything, to protect species.

Team DragonFire Wins WORCS Race At Race Town 395

Mesa, AZ - May 17, 2012 - After a tough couple of races, Team DragonFire's Ken Benson blazed to a commanding Class 2 (850cc Production UTV) win at the WORCS race at Race Town 395 in Adelanto, California this past weekend. Described as a "torture test," Benson blitzed through the tough terrain due to his newly dialed-in suspension system. He was even able to turn lap times on par with the 1000cc Class 1 UTVs despite a 150cc displacement disadvantage.

"Race Town 395 was one of the most aggressive tracks of the season," says an elated Benson. "After spending the first half of the year chasing mechanical and suspension issues, the car was perfectly dialed-in for Race Town! The desert loop was completely whooped out and the MX track jumps forced decisions to be made at every launch... fortunately we were able to float through the entire course while others struggled."

Ken is quick to attribute his margin of victory to his new DragonFire Team Edition suspension set-up. "The extreme nature and unpredictability of WORCS racing is what makes these races so intriguing; there are always unknowns that truly test both the driver and the car limits. A big thanks to DragonFire for helping make my car stand up to the test... and still have plenty left in reserve!"

RJ Anderson Steers RZR XP to Victory at Race Town WORCS Race

A RZR also took the SxS Production 850 class and Cody Rahders’ RZR 570 finished a respectable second in the SxS Production 700 class. Rahders is currently in the third position for the series, just five points out of the lead.

The next WORCS race will be at On the Edge Raceway, in Enterprise, Utah, June 15-17.

RZRs Impress at Best in the Desert Silver State

Minneapolis, May 10, 2012–The field for the Best in the Desert Silver State was impressive, with more than 20 side-by-sides staging to challenge this 300-mile, single loop race. Matt Parks drew a very good fifth starting position with Brandon Schueler starting just behind in the eighth spot. Bill Schueler and Craig Scanlon lined their nearly-stock, 1991 RZR XP 4 sportsman entry at the very back of the field. This year’s course was very fast with lots of smooth sections where top speed was a true advantage. There were plenty of rocky sections to keep every driver on their toes. Schueler, in the 1919, was able to get off to a good start and make his way to the front of the pack early where he would lead for a good part of the race. Parks also was in the hunt and running near the front but had a mechanical issue which cost some valuable time. In the end, Mark Holz in the Coastal/HRP RZR XP 900 would take checkered flag and Schueler would take a much-needed second place. Retail Revolution As The DragonFire "Store-In-Store" Program Rolls Out

Mesa, AZ - May 9, 2012 - Already known for their winning ways in the competition arena, the pros at DragonFire have now set their minds to winning at the retail level! In partnership with RideNow dealerships, DragonFire "Store-In-Store" program has been rolled out... literally rolled out, as the innovative displays use a fully decked out UTV as a focal point for their self-contained retail centers.

"The idea behind our 'Store-In-Store' program is to build an attractive display in which products and information can be relayed to the customer with ease," says DragonFire's Marketing & Media go-to guy, Chris Moore. "This consists not only of a stand-alone product display, but a completely accessorized demo vehicle as well. The goal is to give the customer a firsthand experience of what the final product will look like."

Since the RideNow chain of dealerships is based near DragonFire's HQ, it makes sense that they were the first to embrace this new way of doing business. RideNow Chandler and RideNow Peoria currently have these displays up and running, with more on the way. "RideNow loves the UTV market as much as we do, and they were excited about the idea of having a UTV aftermarket-specific product display in their stores," adds Moore.

The program works! Within days the RideNow group saw the potential of this program and opted to put two more stores on the docket to receive similar displays in the coming months. "We have enjoyed working with DragonFire to put together a customer-friendly Store-In-Store," says RideNow COO Bill Nash. "The display not only allows the customer to visually see the DragonFire parts and accessories, but it goes further by actually having a Polaris RZR XP 900 fully outfitted with the cool DragonFire components." Could this program work for other dealers? "This venture has helped us build on our business across the board by attracting customers to our stores," says Nash. "Based on this success, we plan on expanding the Store-in-Store Concept to some of our other dealerships, in conjunction with our friends at DragonFire."

Mountaineer Trail Riders of WV Names Charity for 1st Annual Event

Beaver, WV – May 9, 2012: Mountaineer Trail Riders of West Virginia named two organizations, Mud Buddies Foundation and Raleigh County Special Olympics as the charitable groups benefiting from the 3rd Annual Thrills in the Hills Off Road Jamboree. This is the ATV club’s first year managing the event, which will be held at Burning Rock Outdoor Adventure Park, Sophia, WV on June 15-18.

“Charitable giving is an important part of who the Mountaineer Trail Riders are”, said President, Rob Atha. “We are committed to donating a portion of event proceeds to charity”, he continued. The primary beneficiary of the funds raised will be the Mud Buddies Foundation located in Gilbert, WV. They are a non-profit, public charity organization dedicated to providing customized, guided ATV adventures to children affected by physical or developmental disabilities, at no cost. Another local non-profit group, Raleigh County Special Olympics, will also receive a donation.

“The heart of what Mud Buddies does is to enrich the lives of special needs kids”, said Burning Rock marketing director Lisa Gale. “They provide kids with a wide variety of disabilities a safe, off-road experience. And their parents just love it… they see their kids getting outdoors, having a ton of fun, interacting with others and building confidence”, she continued.

Motoworks / Can-Am DS 450 Pro Racers Win Budds Creeks AMA MX National, BITD Silver State 300

Valcourt, Québec, May 8, 2012 – Joel Hetrick won round three of the 2012 AMA ATV Motocross Championship series held at Budds Creek Raceway in Maryland. The Motoworks / Can-Am® DS 450™ pro racer was joined on the podium by teammate John Natalie, who took third. In the Best in the Desert (BITD) Silver State 300 in Nevada, Josh Frederick and Collins Webster teamed up to win the ATV Pro class aboard their Motoworks-backed Can-Am DS 450. Also in Nevada, Team Desert Toyz / Can-Am piloted its Commander 1000 X to a third-place finish in the UTV Pro class at the BITD event.
“We are thrilled to have both our Motoworks / Can-Am DS 450 racers Joel Hetrick and John Natalie reach the AMA Pro class podium. While Joel didn’t win either moto, he was the most consistent pro racer with two second-place rides, and earned the overall in only his third race aboard the Can-Am DS 450. Natalie’s moto-two victory was also another bright spot for our team and helped him secure third overall,” stated Jimmie O’Dell, Race Manager, Can-Am. “I’m also pleased with our Best in the Desert series success. Having our Motoworks / Can-Am team of Josh Frederick and Collins Webster win the ATV Pro class and Cory Sappington’s Desert Toyz / Can-Am X-Team Commander 1000 X finish on the UTV Pro class podium is really a great accomplishment.”

AMA ATV MX – Budds Creek
The first Pro class moto saw two different results for Motoworks / Can-Am DS 450 teammates Hetrick and Natalie. Hetrick, who finished second overall in moto one, posted the fastest lap during his pursuit of the race leader. Natalie came out of the gate in fifth was looking good before he briefly got stuck atop a berm after carrying too much speed into a corner. Natalie’s bobble dropped him to 13th and forced him to play catch up the remainder of the moto. The defending Pro class champion put in a valiant effort, passing seven riders on his way to sixth place in moto one.
Moto two started with Natalie in fifth and Hetrick tucked behind his teammate in sixth. As the race wore on, both riders continued to move up. Natalie quickly passed his way into second and then eventually took over the lead. Once out front, he set the pace and took what turned out to be a very popular moto-two victory with the fans. His 6-1 finishes were good for third overall and helped Natalie maintain his second-place spot in the Pro class standings. Hetrick put in another solid race, finishing second again in moto two. His 2-2 moto scores gave him the Pro class overall and his first win aboard the No. 88 Motoworks / Can-Am DS 450. He’s currently fourth in the Pro class points race.
“The track was gnarly. After I got into the second spot, I knew I had the overall win, so I settled down a bit. I’m really excited to get my first win of the season, especially at Budd’s Creek because it isn’t really my [kind of] track. I really have to thank Can-Am and Motoworks for helping me take the win today,” said Hetrick.
Can-Am X-Team Pro-Am racer Chase Henry had a good weekend in Maryland, as he won the Production A class overall and also finished a career-best third overall in the Pro-Am Unlimited class. In the AMA amateur class ranks, Can-Am DS 450 racer and former GNC Pro class Champion Travis Spader dominated all four classes (Open A, 4-Stroke A, Junior 25+, Vet 30+) he entered.

BITD Silver State 300
The Best in the Desert Silver State 300 was a 298-mile point-to-point affair that took riders to varying elevations through Nevada’s high-desert terrain that were marked with Joshua trees and cacti, steep cliffs, whoops and several high-speed sections. The Motoworks / Can-Am ATV duo of Frederick and Webster were the last Pro ATV team to start the race. Webster filled in for teammate Dillon Zimmerman, who was absent to compete in Italy.
Starting three minutes behind the first team, Frederick was first up and rode to mile marker 72 before passing off to Webster. By the 175-mile mark of the race, Webster was only 26 seconds behind the leaders with adjusted time. Frederick took over for the final portion of the race. Although he did not take over the physical lead, Frederick, with the time adjustment due to the staggered start, took the Pro ATV class win with a time of 5:56.54.
“I gave as much abuse to the DS 450 as I possibly could this weekend and it just took everything I gave it. There were these super-fast sections where you were going full throttle for at least a half an hour and the quad never faltered in anyway,” said Frederick.

In side-by-side class action at the Silver State 300, Sappington and co-driver Jim Sharp (No.1904 Desert Toyz / Can-Am Commander 1000 X) finished with a time of 7:06:38.848 to finish third on the UTV Pro class podium. The third-place finish marked back-to-back podium finishes for Sappington’s squad. The Murray Motorsports / Can-Am Commander 1000 X followed up its Mint 400 victory with fourth overall in the Pro class at this round. The top-five finish maintained co-pilots Jason and Derek Murray’s BITD series UTV Pro class points lead. Sappington’s team is now second in points with three rounds remaining.
“Making the switch to the Can-Am Commander this year was the best thing we could have ever done. It is a night-and-day difference in handling and power compared to our old side-by-side,” said Sappington. “I can’t thank Can-Am enough for giving us the opportunity to race the Commander and I am going to do everything I can to put it on the podium in the Vegas-to-Reno race.”
